Two letters were subsequently written by Mr. Francis; to the Colonial Secretary, of which copies are annexed, setting forth certain legal reasons why the Bill should not be assented to, and objecting to some part of the composition of the Board. I caused these letters to be submitted to the Attorney General, whose report upon them I transmit. It will be seen that he is of opinion that no sufficient legal or other reason has been shown to prevent my assent to the Bill, and that owing to the dates fixed therein, any delay would have rendered the Ordinance inoperative. Under these circumstances and with the unanimous advice of the Executive Council, I gave my assent.
